On Heather's point about getting a consistent number for the prior congressional investigations, here's the list we have in the fact sheet comparing the Benghazi investigations to prior investigations into terrorist attacks:
• In December 2012, the Senate Committee on Homeland Security and Government Affairs released a report on the Benghazi attack.
• In April 2013, the Chairmen of the House Armed Services, House Foreign Affairs, House Judiciary, House Oversight and Government Reform, and House Intelligence Committees released a report on the Benghazi attack.
• In September 2013, the majority and minority staffs of the House Oversight and Government Reform Committee released separate reports on the Benghazi attack.
• In January 2014, the Senate Select Committee on Intelligence issued a report on the Benghazi attack.
• In February 2014, the House Armed Services Committee issued a majority staff report on the Benghazi attack.
• In February 2014, the House Foreign Affairs Committee issued a report on the Benghazi attack.
• In November 2014, the House Permanent Select Committee on Intelligence issued a report on the Benghazi attack.
This makes seven prior congressional investigations if you count (as we did) the report by the five Republican chairmen.
If we want to use seven as the number instead of six (which is the number in the talking points), it might make sense to rephrase the talking point so it is referring to prior congressional investigations, not prior committee investigations, since the five Republican chairmen are not technically a "committee."
One other point is that there is very little in the talking points about the emails. That may make sense, but if you want talking points for allies to use, here would be two possible ones to add:
* While Republicans criticize Secretary Clinton's email practices, Secretary Clinton has called for all of her emails to be released publicly. No prior cabinet secretary has ever taken this step. There are now thousands of her emails available to the public, more any other cabinet secretary in history. There are thousands of her emails available on the State Department's website; there are zero emails from any of her predecessors.
* Republicans and the press naturally focus on a small subset of her emails. But if you look at all of them, you will see a much different picture. You will see a Secretary working hard -- and long hours -- to reach a nuclear arms agreement with Russia, build an international coalition against Iran, advance women's rights, and aid countries in need.
