On Medicare and advertising – thank you, those are easy fixes and I’ll make them.
On innovation – Dan spoke to HRC this morning, not me, so he can better convey her concerns, but she was concerned about how hard the speech came down on those industries in the earlier draft and asked for the innovation stuff to be added. I’m going to change the line “Our pharmaceutical and bio-technology industries are leading the way,” since that seems over the top. Otherwise I’m not sure how much more to change, since this came from the boss.

On Medicare, it's not clear that it is actually against the law for Medicare to use its purchasing power to negotiate for lower prices -- the way the VA does. That's what's completely crazy.
On Advertising, you're missing the outrage that taxpayers are helping to pay for those ads we all hate.
On innovation -- boy I think you've gone too far in sucking up to these companies. Remember Joel and Anzo's polling shows that people think these guys are bigger villains than Wall Street bankers.
We should take it as a point of pride that they are going to attack her -- but her belief is that all companies should be held accountable if they're ripping off the American people -- whether its drug companies or oil companies or for profit colleges or wall street….

Guys, yes, VA is different; it is a closed system and it doesn’t cover every drug and it effectively negotiates on every drug. With Medicare, we will likely limit to drugs that don’t face competition in the market. Single source drugs that are excessively priced. We will negotiate down. My preference is not to use VA reference, but if we have to, I will just say it is somewhat like… She did not say exactly. The reason why I am also suggesting deleting "driving down costs for everyone” below is that some economists will say that driving down Medicare costs could drive up costs for others — and they certainly won’t say it will decrease for others. That is probably a more important fix.
Then there’s Medicare. The more than 40 million Americans enrolled in the program represent a huge market for Big Pharma. I believe Medicare should be able to negotiate for lower prices for its members – a lot like the VA does now. This is a basic feature of a free market – and it’ll help drive down costs for everyone. It’s its actually against the law for Medicare to do this. That makes no sense. I’ve been fighting to change that law this for years, and as President, I’ll get it done. And I’ll require drug companies to provide higher rebates for prescription drugs to low-income Medicare patients, just like they do for Medicaid patients. That would save more than $100 billion in Medicare costs every year.

I don’t have a problem on the innovation… I think its fine to throw them a bone there.
But totally agree on advertising and Medicare. Particularly advertising. People hate the ads and know they cost a fortune to run. We should dig in there

If I remember correctly, Chris had concerns earlier this week about explicitly linking to VA, which is a different kind of closed system than we're necessarily suggesting for Medicare. Defer to him but might not include until he weighs in.
