My guess is that the difference in federal funding for not having this Is less than losing my tax revenue if it is too oppressive. It makes no sense

It is not only about the money. There is a very real problem here and a very, very real fear that something will happen to a child and we have done nothing to shore up our laws. There are many persons who have moved here simply because they believe that this is a place where they can live off or under the radar.
