John -- Below are some thoughts about a Head of Presidential Personnel/Transition Personnel: Penny Pritzker (if Commerce doesn't work out) Juliana Smoot (need to assess whether having Finance head sends bad signal) Valerie Jarrett Phil Murphy Mary Tydings (knows OPP, doesn't know Barack) Jim Messina Need to further check out the following: Marty Nesbitt (businessman friend of Barack's, business partner with Penny) Charles Tibbitt (Chicago headhunter, need to check out further) In addition, I think there are a number of people who could help out at Head, including during the transition stage: Jenny Yeager (NY finance staff head) Alyssa Mastromonaco (head of scheduling and advance) Pat McGinnis(leaving Council on Excellence in Government) I'm fleshing out the rest of the organization and will come back to you et al with further details/proposals. -- Mike

John,
Several items.
1. I will interview Michele Flournoy, Bob Hale and Jeh Johnson tomorrow. I support all three and will e-mail you a presumed thumbs up by midday.
2. Scott Gratian called Robert Rangel and told him he was doing all the personnel for DoD and that we should work with him. I just need confirmation whether that is true since this is the first time he has come up on the net on personnel.
3. I really must communicate with the political appointees/schedule C folks here by this Friday about their future. I have told Clapper, Donley and Vickers that they are likely to be asked to stay for some period of time -- maybe up to a year -- and told them to keep mum. All others are in the dark. One important reason for asking me to stay was, I assume, to ensure continuity here in a time of war. I would like to ask that you send Gratian and/or whoever else you want to come over here tomorrow and go through the list of people I gave you and identify those you want to leave on January 20th. Robert knows who the real "politicals" are and can help. Then I could tell everyone else on Friday that I'd like for them to stay until successors are confirmed or appointed. (At some of the lower levels, that could be late spring.). I am very flexible on who stays or goes, but I need clarity and I need to know who is going to be here to help keep the trains running on January 20th and the weeks after that. If I don't get this done this week, people will scatter for the holidays next week and probably make plans to leave.
4. Once Flournoy, Hale, Johnson, Soule, etc. are named, they will no longer be able to serve on the transition because of the presumption problem on the Hill. You will need to think about the composition of the team at that point.
5. Finally, Senator Levin called me this morning and pointedly asked that names for Deputy and other senior jobs be run by the Armed Services staff director (Rick DeBobes) and Levin's chief of staff (David Lyles) before final decisions are made. Seems like a prudent idea to me, but I think you all should do that.
