Epstein brokered introductions between Burns (Deputy Secretary of State 2011-2014, CIA Director 2021-present) and Peter Thiel and Reid Hoffman. Burns conducted secret Iran nuclear negotiations described as involving "most sensitive missions." His confirmation hearing did not address the Epstein connection.

Attorney Martin Weinberg filed a CIA FOIA request in July 2011, seeking records the CIA held on Epstein. Boris Nikolic described as "very high in CIA." CIA Document 1035-960 (psychological warfare) referenced in Epstein-adjacent correspondence.

Robert Maxwell was alleged by multiple sources to have been an intelligence asset for Mossad, MI6, and possibly the KGB. Ari Ben-Menashe publicly claimed Maxwell was recruited by Israeli intelligence. Ghislaine Maxwell casually mentioned meeting "a CIA operative" in a 2005 email.

Ten days after Trump's 2016 election, Richard Kahn wrote to Brock Pierce: "I realized that if i were you, i would suggest to steve bannon that he talk privately with jeffrey. as you know jeffrey knows more about international finance than anyone on trump's team." This was a pitch to insert Epstein into the incoming administration.
