I have seen the deck Wyler is sharing from the consultant. 70 sats at first, polar orbits, $3.5 billion, Ka/Kuband. Iridium style orbits. I've met him before.

Kymeta is important for this idea due to very low angles at equator given orbits.

Skybridge owned/owns zero spectrum. An allocation to a service by the ITU is not ownership.

The filing name is L5, filed by UK/OFCOM to the ITU:

• First Coordination Request filed in June 2013 : 360 satellites (18 planes of 20 sat) inKu band.
• At the same time C band has been filed through another procedure for the same 360 satellites
• Filing modification filed in sept 2013 (published in jan 2014) : 18 planes of 20 satellites + 31 plans of 52 satellites = 360 + 1560 =1972 satellites. Orbit between 800 km and 950km depending on the different orbital plans. Ku band only.

ITU reference is CR/C/3413 and its subsequent modification.

The company that has submitted the filing to UK/OFCOM is named WorldVu Satellites Limited, and seems registered in Jersey.

Technically, the filing describes user terminals of 10cm, 30cm, 50 cm and 1m size, and gateways of 5m. The system will implement GSO arc avoidance to limit interference to incumbent geo satellite”

That is probably true. But an ITU filing is not ownership. It is first in priority in a process that results in an ITU allocation followed by a need to coordinate with other systems and het a license in each country.
