Hi Jeff,

I'm back in San Jose and their telecom market is exploding with activity in anticipation of the summer frequency auctions. We already have access to a frequency license concession(s) and are able to roll out the first private national GSM-t system well in advance of other intl. operators who are interested to enter this market.

I know you aren't interested in Costa Rica, but it's the wealthiest untapped telecom market in the region and many large international operators will compete in their frequency license auctions this summer. We will install a state of the art HUAWEI GSM-t system that will make us the first mover to capture the high value government and commercial user market share. I need introductions or leads to telecom funds, individual investors or a stout financial partner for this deal right away.

Verizon, Intl has independently confirmed this opportunity and has agreed in principal to act as our principal operating partner, if we need them to attract investors. Otherwise, we have a team of just as capable veteran international wireless experts who will design, build and operate the business. All have excellent records and experience in building and managing telecom companies.

The core operating team will consist of a 5-6 select telecom veterans with previous international wireless success in cellular voice and/or Push-to-Talk, plus talented bi-lingual locals with previous experience. It is common practice for these kind of wireless guys to come in early to a new mobile phone venture, plan the network, build it out, launch it, stay a few years, then move on once the company is established. One our deal team people, went to Iraq with a few other telecom experts while the bullets were still flying and set up the first private mobile phone company in the Baghdad area. Fred is a former Verizon Intl guy who executed that build and launch for Orascom (Egypt). Many senior international wireless veterans who know Fred have signaled their interest to join the final team (once the funding is within reach). We will select from a wide pool of bi-lingual veterans from various top tier wireless outfits and the main vendor. The financial partner(s) can recommend those they want in key positions as well, as long as their nominees have credible wireless experience.

ZTE from China now also wants in as they have a very efficient system called GoTa, a 3G CDMA2000 IX system with cellular voice, Push-to-Talk, data and other valuable services we can sell. With that system there is also a clear migration path to eventual 4G services. Huawei and ZTE have robust systems that will fit the 800 MHz frequency spectrum very well.
