i think you should use the reinvestment idea, in a link with the universities. it would give you great cachet to have crafted an elegant solution that encompasses , many of the largest problems, in combination with the assets at hand . I would add to nicks note, that we should not only look at real assets that the gov't shouldn't be holding , but the INTELLECTUAL assets, that are not being exploited.

yes,the mesage is we have to make bold decisions regarding the best use for the country of the unnecessary assets in public hands, and the welath of intellectual talent at the universities which would form the base of both new technologies and businesses and focus our energies on green, technology and health.. ( somehting like that)
