Sorry I missed this message over the weekend.
1. I have the budget here for the conceptual design; as indicated
before it is not valid for the design we expect to receive today; please let
me know where to send it today if you wish to have it; if the design for the
building is posted today I will give you a date for the publication of a
more comprehensive and accurate budget.
2. NY has permitted us to place $6,808 on deposit at Caricement
which is enough to buy two tanker loads of cement; when we make a purchase
we have to wait until the account is replenished from New York in order to
buy more and we are waiting for that to occur so that we can build our
backlog of cement for the island
3. The special inspection agreement was signed weeks ago for
presentation to DPNR for its signature which was done promptly; the
agreement has sat in DPNR while Ms. Burke-Ventura, the new division head,
has been debating whether to permit the use of the procedure for residences;
an issue which she alone has raised about a procedure which for the last 3
years has been applied to both commercial and residential businesses; Kraus
Manning has had a problem getting an audience with her until this week; I
suspect that they will be able to work this out on Thursday at their
meeting; we are on top of this and will know the answer on Thursday; if it
is negative then we should put pressure on the agency from above.
4. Much of the R&R materials and equipment is not up to par; there
are, however, certain items which would be worth purchasing at the right
price; R&R has published a price list for all items; we have identified
those which might be of interest and a recommended target price which we are
sending today to New York
5. In the past week DPNR has targeted the keys for inspection; they
went to Lovango last week; this probably explains the pictures;
I am not certain you are on island. I will call out in a little while to
follow up with you.

You authorized negotiations with Kraus Manning, as the low bidder, on July 9
at 3:30 PM. The consulting agreement ultimately negotiated with them and
approved by DI was signed on August 15. The separate DPNR agreement,
approved by DI, was signed by us on September 11, Maguire on September 11
and Kraus Manning on September 24. The agreement was presented to DPNR for
its signature on September 25 by KM.

According to a call I had at
2:30 Pm on Friday with Ms Moorehead, assistant to Commissioner Mathes, the
letter was on his desk to be signed. I gave her our fax number and she said she
would fax it to us as soon as it was signed. It had not been sent out when I

We have assembled a considerable
amount of material already, including a proposal for solar power for the
woodshop. The primary problem with wind generation in the Territory is that
wind towers are not a permitted use in any zone, something the Governor
promised to rectify before the end of this year in the energy conference which
we attended a month ago here. I can and will orchestrate the production of an
analysis with the others mentioned well before the deadline. Ironically, I have
just started working with a group which is raising capital to fund an off shore
holding company to develop wind power projects here (in response to the
outstanding WAPA RFP) and in Central and South America. I will, therefore, have
access to relevant data from that effort as well as from the Buccaneer Hotel in
St. Croix, a client of my firm which has attained virtual independence from
WAPA by virtue of its energy strategy which will include wind power. I
will push this ahead at our weekly team conference on Wednesday.
