For the past 14 years, the U.S. Customs & Border Protection Explorer Post 5101 Saint Thomas, (USCBPE) has been a youth organization, registered under the Learning for Life, a division of the Boy Scouts of America career education program, that is develop to helps young adults build character, enhance leadership, professionalism, and personal development by promoting integrity, accountability, fairness, service, and pride that is useful in selecting a career in law enforcement.   The Instructors and Advisors have joined together to work hand in hand to encourage positive behavior conducive to promoting productive, law abiding citizens amongst our youths in the community.  One of our goals is to have the community realize that the programs will also develop a positive relationship between law enforcement and the youths and citizens of this community.
 
The advisor has completed after long hours of training and the Explorer positive service to the community would like to again this year 2007-2008 allow the recruitment the   opportunity to attend the 2008 National Law Enforcement Conference. The post consists of 25 students between the ages of 12 to 21.
 
 The trainings are held on Saturdays at the Virgin Islands Police Academy in Subbase or at the Charlotte Amalie High School. Each Explorer is excepted to complete a minimum 100 hours of community service, attend 5 church services, complete a minimum of 100 hours of training, maintain a 70% or better average in all subjects and uphold the standards the agency and community expects of them.  
 
The Virgin Islands Police Department Training Staff and Immigration and Customs Enforcement RAC and Special Agents will be training the Explorers in the following areas:
Accident Scene                      Traffic Stop                       Neighborhood Watch
Bomb Treat                             Shoot, Don’t Shoot            Drill & Ceremony
Domestic Violence                  Forensic                            Inspection
Narcotics                                Self Defense                     White Collar Crime & Arrest Techniques
 
 
The USCBP Explorer program mission has four specific goals. The Explorers should:
1.   Gain practical experience in the career interest of the custom post 5101.
2.   Engage in a program of activities centered on the five emphasis areas: 1) Career opportunities; 2) Life skills; 3) Service learning; 4) Character; 5) Education and leadership experiences.
3.      Experience positive leadership from adult and youth leaders, given opportunities to take on leadership roles, and have a chance to learn and grow in a supportive, caring, and fun environment.
 
I would like to ask you Jeffery if you could make any amount donation, to go towards the youth to attend the 2008 National Law Enforcement Conference.  Receiving your assistance to fund this organization will help defray the expenses that we face and will help the Advisor and Explorers to become focus on the training and  accomplishing the mission for each student to attend the conference cost is $1,300.   
 
In August or September 2008, a “Thank You” ad donated by The Daily News will be placed. Recognizing your company for the contribution you have provided.  Also, for every activity we are apart of, your company name will be displayed as a sponsor. .
 
Documentation for tax purposes, will be issued upon request.
