structures to house the R/O expansion
c. The modification would mention the request to add
water to the salt
pond on the grounds that this was a land side, not a
marine issue
d. The cover letter would say that the current minor
application for
the office is being withdrawn; they swore up and
down that the would review
the modification right away and not set the whole
process back.

4. Mr. Oriel continued to advocate using the base
   permit for the dock
   as the fulcrum for dealing with any changes we
   needed to the barging areas,
   stone in the area of the urchins, floating dock and
   so on; he mentioned the
   need to ask for a waiver of time or "temporary
   removal" of these items from
   the Corps stuff if this were to occur; I was
   non-committal.
5. On the issue of dock lights we took out the
   approved dock plans
   which do have electrical details; since electrical
   work of one sort or
   another has already been approved, the agency would
   be satisfied if we
   simply sent a letter saying that we are modifying
   those details to the
   extent that we are putting in an emergency light
   system, probably the
   existing letter would suffice.
6. It appears that once this is done we could and
   would come in with a
   series of minor permit applications for the main
   house, library and so on.
7. I also took the time to meet with Douglas Hodge
   to go over the
   building permit application process which we are
   initiating for the various
   buildings, which, as you know, will be on a separate
   track; he is primed and
   I want to get the office and pool documents into his
   hands asap.
8. We did spend some time on the R/O in take issue:

a. When we were on the island yesterday, Mr. Oriel
mentioned that at
one time a new R/O intake line was requested on the
south east side of the
island;
b. Apparently that request was dropped and a line
running out or under
the dock was substituted;
c. What is the scope of the current request?
d. The current master plan does not contemplate a
new intake line; a
new well is contemplated; I would prefer figuring
out a well strategy and
getting away from intake approvals because we get
away from a lot of
bureaucracy in doing so.

9. There is something in me that makes me nervous
   about withdrawing the
   office permit, but I have the impression that the
   people we are dealing with
   are being honest and they will complete reviews
   promptly.
10. I am going to get some work done on the master
    plan document and I
    am going to target filing it next week; I should
    like input from you both
    about the content of this message.

In 4 I don't understand the temporary removal..issue..
what was the attitude???
