write a full proposal, it is for a nuclear power plant called. terra power. it is for safe nuclear energy, bill is supposed to see the premier on april 23, and then the number 2 guy who he says will make the decision.

forget what i have written due to:

I. he already has public meetings with premier and no.2 set up for April

2. he already pitched this idea to the previous government in 2011

It needs a different approach, but to make a sensible recommendation I need to understand more, especially the history. The key now will be what and HOW he addresses this during the upcoming April meeting and most importantly how the follow up is done - the full Chinese power system needs to be worked for this.
