new paper on quantum foundations

Dear Jeffrey,

Here attached is a new paper on a whole new approach to quantum foundations, which has what is probably the wildest idea I've ever had. After a lot of discussion and presentation no one has told me it can't be right so I wrote it up and just posted it. It takes non-locality very seriously, I'd be very interested in any comments you might have.
