saw your text re: GSJ modification and wanted to reply with the attached pursuant to department policies, we do not process applications for properties with pending legal issues with the department. the commissioner made an allowance regarding the planting of the trees, and this was an exception. once the legal matters are taken care of, processing of the request will resume
