We are going to Tortola with WAPA this week to finalize their landing site. GSJ stuff is ready except for land stuff which Hugo needs to finish off, now WAPA is the critical path and we are moving on that, we have just been slowed down by the awful seas which have prevailed the last month.

Mr. Kahn,
I am still waiting to be notified of an available time to view the new landing. My understanding is that it is being coordinated with WAPA so that only one trip is necessary.

I don't think I'm being clear.
Mr. Epstein gave Amy a suggestion for a new landing. She was to investigate, after determining its viability she was to take me and WAPA to see the new landing so we can adjust the distances. The weather has been windy with rough seas that delayed her access. I have not seen nor do I have any information on the new landing at this time. I have been patiently waiting even though a portion of my pay has been withheld until this is completed.

I will reach out to =im, again. He is supposed to be letting me know when he =an come over to GSJ. I had already suggested that we use =our boats that way we can go at a moments notice and don't have to =ring my boat down against the sea. We have our stuff done.

Good morning =11,
We made the =ite visit on Friday morning. I would like to make a few observations on =he proposals. Note that I will not have exact dollar amounts until I =et some land and sea distances that we I am working on with =my.
We =isited the dew desired landings on GSJ and they appear to be =easible.
We visited the proposed landing on St. =homas where the existing landing from LSJ is located at Great Bay. It =ppears that you can save significant money on both the submarine cable =ength and the installation as I believe Amy can float that cable for =ou. However, I must caution you that this solution does not offer the =edundancy or reliability as landing in Red Hook. You would have to =btain an easement to extend the pad, presumably from the hotel, and =his design would produce what we call in industry a single point of =ailure and a dependency on one feeder. The design I proposed with the =anding in Red Hook offered two separate landings coming from 2 =ifferent feeders. The most redundant and reliable design. Additionally. =t provides a design that would allow for the sale of one of the islands =ithout complications relative to the power system design if it ever =ame into play years from now.
The option =rought to my attention of serving GSJ by connecting the radial feed to =SJ and using the proposed on land conductor to the site is very =nreliable and not recommended.
My =ecommendation, if cost savings from the original design is desired, =ould be to run the submarine cable from Red Hook to GSJ. Order the reel =f cable for the GSJ-LSJ interconnection with the order but store it for = later time and defer the on land cable from LSJ to the site on GSJ =ntil a later date.
I can be available to discuss these findings. When a final =ecision is made, if an alternate to the design approved by WAPA is =elected, I will have to formally submit a new drawing and obtain a new =pproval. Additionally, we need to give Mr. Bryan the approval to get =he switchgear as soon as possible to avoid extended lead times becoming = factor.
