Jeffrey, I spoke to Teterboro again, the officer on duty says they cannot deny you entry into the US if you are a US citizen. A photocopy of your passport would be helpful, same with Birth certificate, you must have a valid original document to present, not just a copy, to some officers it may take time to verify that the passport is current and valid, so in short, it all depends on the officer on duty if you try to enter through Teterboro
