Not sure. Progressive taxes give rewards to losers by ask=ng them to pay less. Handicaps are more like aff action they cause game to=start with everyone not at zero.

it seems like handicapps are the results or more com=lex calculations then tax brackets. who gets what . why , =AO . im o today
