The DIRT team says that through FEMA they can access enough comms equipment to get cell service and 911 comms back up through the VI and about 46% of PR, but Mapp and the PR Governor have to request the assistance from FEMA through PREMA and VITEMA. Once the request is made FEMA can mobilize the equipment. they've been trying to get it on the agenda for days
