The DIRT team says that through FEMA they can access enough comms equipment=to get cell service and 911 comms back up through the VI and about 46% of =R, but Mapp and the PR Governor have to request the assistance from FEMA t=rough PREMA and VITEMA. Once the request is made FEMA can mobilize the equ=pment. they've been trying to get it on the agenda for days
