I think it might make sense to distinguish between "abuse of power" and the "abuse of a position of power". A stronger man taking a swing at a weaker one could be described as an abuse of power, but irrelevant to today's discussion. Was he counsel to the president or the presidency - in your words. In most sex cases, it is the exercise of physical power in the office while it might accompany the offense. It is the positional power that is being exercised.
