I am following up on a request by Mongolian Prime Minister Saikhanbil=g. He met with Professor Summers and would like to have him visit Mongolia=to discuss the economy and economic policy with key decision makers includ=ng the PM himself.
The background to this is that the PM is facing a delicate balancing =ct. With the sharp decline in commodity prices Mongolia needs economic and=policy adjustment, but the politics of this is hard to navigate not least =ecause next year is an election year. I think he wants professor Summers to bring an independent, highly c=edible voice to the debate.
Since I knew that professor Summers was coming to Beijing I opportuni=tically contacted Fred Hu to reach out to you to make this happen.<=r>
We would be most pleased to have Professor Summers in Mongolia, even =f only for a day or so. Ulaanbataar is only 2 hours flying away from=Beijing. We would host professor Summers and give him the support he=needs to credible engage with policy makers, and public and press if needed/acceptable.
We would cover his trip and would provide a fee. Unfortunately =e are constrained by World Bank rates for consultants, the maximum of whic= is about $1500 per day. We can be somewhat flexible in the number o= days.
I sincerely hope that professor Summers is interested in this assignm=nt. If so, we would need to act fast as we would need to arrange the=trip and a contract.
Please let us know of Professor Summers' interest and availability so=nest so we can put things in process. I copy Jim Anderson, world ban= country manager in Mongolia, who will need to be involved in following up=as I will be traveling to Europe in a couple of hours. He would also be Professor Summers' host in Mongolia.
