Dear Lord Mandelson,

I look forward to welcoming you in Shanghai. Regarding the content of your speech, let me provide some background information here for your consideration.

  1. There will be an audience of 800 high level people, with 30% being foreigners. About 200 journalists will cover your speech. You will have about 30 minutes to make the speech and there will be a 10 minute Q&A.

  2. In view of the financial crisis and the ongoing Eurozone sovereign debt crisis, some in China think that China has stumbled upon a superior political-economic system.

  3. Most intellectuals in China think otherwise.

  4. Does one-man-one-vote liberal democracy face a fundamental challenge: how to erase government deficit and provide an effective government in an environment where new growth sources seem scarce.

  5. Shanghai is a city essentially created by the British. So we all want to know how Britain will fare going forward.

I'd appreciate it also if you can let us know your speech title as soon as possible.

Stephen, can you start in commercial life and rough out this speech for me ? You will have to give me a discount as the first customer ! I think we did a speech once about why China should not draw the wrong conclusion about the financial crisis and sd stick to the open road... It will need updating to take into account recent regulatory developments. And also something about Europe and UK.

Can you take a shot at it ? I would be grateful.

Please let me know your wider developments, who you are seeing etc.
