Is there a foundation that you said your wife wanted to help. ? hope to see you in Sept

There is no a foundation but a project of one.

My wife's dream is an extra curriculum mathematical program for children, say starting from 12year old that should include

1. a center in Paris with more or less regular classes;

2. systematic free of charge(!) summer schools/camps for children.

In both cases the lecturers must be university (graduate and undergraduate) students

My wife began making some inquiries, talking to relevant people but interrupted everything last year because of the baby

On needs, besides a financial support to find an enthusiastic coordinator who will find out what are necessary steps must be taken

PS I plan to go to NY something around 19th Sept. but am not certain if I will be free to do this.

fyi, if helpful jacques land is a very close friend, he will help if you like, I hope to see you either in ny or paris

He could be great help on the following stages but now we need a young man to do lots of preparatory work.
