Not sure but what we have on file for is, she is Belorussian. We asked for visa on arrival in Doha. They replied with: Regret to inform you that BELORUSSIAN Nationals can't avail VISA upon Arrival.

As per the On Duty Immigration Officer BELORUSSIAN Nationals can't avail VISA upon Arrival.
