At this stage, I am cautiously optimistic about an arrangement of this kind. There are still a number of other fish hooks that we will need to work through. For example, if Otago were going to promise something in two years' time, it would still be on the order of what we have already been discussing (e.g., a full time post for Nancy, a part time post for you and a modest contribution to travel costs). The other hurdle we will have to overcome is immigration. New Zealand is very strict on immigration for folks over the age of 57; I will have to request special permission from the Ministry. In terms of overheads for the initial two years, I am sure that Otago could cost out a reasonable overhead package that could be used as "in kind" matching funds for the Foundation's contribution. Finally, whatever we come up with will have to be considered by HR here just to make sure that everything is okay from the perspective of NZ employment law.

I am very keen to keep this discussion going. Keep me posted as the picture emerges.

I don't have all details yet, but it is possible a foundation here will be interested in providing up to S250K USD per year, for perhaps 2 years, to support, at least in part, the positions we have discussed.. namely some support for my salary, research and outreach program, and also support for a strategic research development person (aka Nancy) to help improve your research competitiveness, evaluate programming and build partnerships. One of the questions that has been asked is what overhead rate you would charge such a foundation. Also, if this doesn't fully support everything (including superannuation), the question has arisen of whether the University might provide any level of match. From my perspective, with this support, would the university be willing to commit to these positions, under the realization that the University would be responsible for funding them beyond this initial period?

Hi all.. am continuing to think on this.. because the news is pretty devastating for us, as Nancy's daughter was even looking into schools there etc.. I have a proposal.. and don't know if this would work, but if I can get private funding to fund the two positions for at least a year, and maybe two, would you consider this? I don't know how things work there, and whether you would be willing to take the gamble that you will have sufficient money to continue funding them beyond 1-2 years of outside funding, but I thought I would check.. I think I can raise the money for this.. which should make it even more attractive for you.

The New Zealand government has made some budget decisions that have had a very serious impact on funding to the Universities. I just landed back in Phoenix from Europe and was shocked and dismayed to get the message below which Nancy forwarded to me. Given the progress and

feedback up to this point, we had been planning to possibly visit in early November and look at housing opportunities.

What is most dismaying is that you are on the verge of losing a clear target of opportunity here (besides me, assuming I am one as well). As the email correspondence attached here (and numerous earlier ones as well) demonstrates, ancy has already been providing valuable advice to Richard on these strategic initiatives, as it is quite likely she may have more experience with them, at least in the Australian case, than anyone there. She seemed ideally suited to help you hit the ground running, resulting in great potential benefits there, and I am very surprised that that opportunity might be lost. I know she was providing this valuable consultation advice in good faith, as the feedback she and I had been getting was that the position there for her was being created (and mine was moving forward as well), and needed to move through channels and at worst might be delayed in mid-year budget negotiations.

Where I come from, universities still make targeted appointments, even in times of cutbacks.. Indeed that is how ASU has flourished during the recent hard times, and indeed why Michael Crow and his representatives here were able to move forward within a week with an immediate contractual appointment for Nancy when I indicated she might be interested in working with the Sustainability Institute here. One of the most exciting things in that regard is that the ASU Global Sustainability Institute, with its recent 40 million dollar gift, was interested in working with other institutions around the world to set up partner programs, and ASU was very interested in working through Nancy with Otago. Losing that would also be a great potential loss for your University.

So, at this point, I would like to know if this is the end of this, or whether it is a short-term setback and that you are willing to work with Richard and Keith to make this happen, for Otago. We really need some closure on this one way or another within the next 3 weeks as we try and decide what our options are at this point.

Thanks for your attention to this. I am disappointed at this point, but it is not in my nature to give up so easily, especially when the benefits to all arc so obvious.

Hello Nancy,

I am sorry that it has taken me to the end of my first week back to get back in touch with you. We had a very nice time away, but the rat-race continues and there is much to catch up on.

National Science Challenges are, as you identify, something that we are working hard on getting ourselves engaged with. Your insights from the Australian experiences that these are being modelled on (at least in part) are very valuable, thank you, and will help with a couple of important meetings next week.

Regarding the appointment process, I am sorry to say that I am unlikely to be able to commit to a new role in the near future given that all Divisions have been asked to reduce previously provisionally-approved budget requests (hence new staff positions become very difficult to squeeze into a balanced budget).

Things may change with the rollout of National Science Challenges, as it may be possible to justify strategic appointments to support our activities here, but it is still a little early to say.

Please feel free to keep the contact active if you have time, as it is very good to get your perspectives on these matters.

Hi Richard and welcome back from your break. I've been away too. Just catching up on emails now.

I see I missed an announcement last week about next steps in the National Science Challenges program, including a call for registering interest in being part of the consultation stage to identify priorities.

The cabinet paper is attached for your info. It references two Australian systems for research prioritisation as models but confuses the actual governance arrangements for those, so it's unclear how closely they intend to follow the examples. What's clear is that they are open to devolving a

stronger management role to worthy consortiums. That's good news. And check out the chart on page 6 that shows a progressive increase in funds toward a bumper year in 2016/17! Now is the opportune time to position UofO in the ranks.

The consultation process described from middle of page 6 is similar to that used by the Australian Bureau of Statistics in relation to identifying priorities for their 'Measures of Australia's Progress' system. It is a solid proposal, promises to take longer than they anticipate (goal to submit results to cabinet in March 2013 is unlikely to be achieved) and, most importantly, provides heaps of windows for influence along the way. You should definitely get yourself on the list of consultees/workshop participants earlier rather than later, whatever it takes.

Note also that the press release includes a likely range of focal areas, which provides some insight into the Minister's preferences (the cabinet paper also refers to the purpose of these). It shows up in the deftly placed form of suggestions that precede the statement about giving the NZ public their say. It is hard for a government to weasel out of implied commitments like that, which is in your interest as the list includes hot sustainability issues.

I also see that Joyce is in the States right now fanning potential collaborations in the science and education sectors. (rekindles my interest in securing linkages with Sustainabilty institutes, such as that of Arizona State University, as part of strengthening partnerships and projects for UofO). Would be useful to know what scientists are on that delegation. Can you find out?
