This is what we have discussed this morning about possible next steps.... draft roadmap will follow on Tuesday!

I. Mark & Walter draft elements of a Roadmap (including issues to be raised in a possible survey and communications strategy).

2. WK to contact Foundation re. what steps they have already carried out.

3. Nasra Hassan (NH) flies to Pak (Islamabad & Peshawar) ca. 23 or 24 April, for a quick trip,

very low-key, to meet in Peshawar as many of her FATA contacts as possible, delink and

separate the polio issue from all other issues, and to bring back to Vienna the following (for

purposes of this preliminary trip as well as the Mark Shaw-NH mid May trip and thereafter, this is

a modest IPI Project, IPI is a think-tank for the UN, IPI is funding this):

(i) get concrete ideas from her FATA tribal contacts (what has worked in the past, what did not

and why not, and how simple aspects can work as part of the IPI Roadmap;

(ii) list of who are the main tribal & other powerlords (NH hereby patents this word) and how to get their blessings, in each of Fata's 7 tribal agencies;

(iii) discuss with Fata "guys" the points which will be in a Taliban statement giving their written support to the anti-polio campaign (to be finalized & brought back during mid-May trip);

(iv) proposals for a public campaign based on the above, eg. Posters, Radio broadcast, TV, pamphlets etc;

(v) info from the provincial & Fata authorities (Fata Sectt is in Peshawar) on:

(a) how many of the ostensible 2,000 polio vaccination teams are in place and "ready to go" provided the security situation allows (info is that they plan to give anti-polio drops to over 700,000 Fata kids in 5 of Fata's 7 tribal agencies (excluding 200,000 kids in South Waziristan Agency and North Waziristan Agency);

(b) apparently there is also polio in the Peshawar area (based on water samples analyzed by WHO, so we need to include these kids, should be easiest to do;

(c) information on relevant existing surveys;

(vi) the most important guy in Peshawar for the entire Frontier Region & Fata is the Lt. Gen Commander of the I I Corps -- not a bird flies without his clearance (see 3. below);

3. In Islamabad (prior to the Peshawar trip) NH will try to touch base with:

(i) some of the officials involved (technocrats), will be v difficult to get the attention of any political leader in this pm-election phase;

(ii) organize meeting with the Corps Commander in Peshawar;

(iii) see WHO staff on subsequent May trip with Mark;

4. Info brought back by end April by NH can be used both for a preliminary update on the Roadmap by IN to the donor plus to build on & flesh out during the mid-May trip;

5. IPI Roadmap to be finalized after the MS-NH trip to Pak mid-May;

NB: The week prior to the I I May elections a no-go time zone;

Funds required for NH preliminary trip (other than the consultancy fee for MS & NH, which is being discussed separately):

I. Cash for the fixers, car/driver etc;

2. Cash for project-related use in Pakistan;

3. NH has a Pak cellphone, so remaining in touch with IPI Vienna no problem;

4. Flight, hotel etc;
