Vermont had potential because they don't require scat time for credits and the standards are currently so vague, particularly in math, but they are transitioning to common core standards for math and literacy in 2013.

I'm yet to find a state that doesn't require alignment to standards or that has better standards (I check them all as I go through) - the ones that look

promising are moving to the Common Core standards sometime in the next couple of years and they don't seem to be any better. Still looking.
