I do not know — but I know that Bill hates this and usually does not want it
it is an intersting etihical question , if it takes money to encourage the tribal leader to act to allow vacainations. also knowing that the money might be either used for his personal gain or worse ,to buy weapons. what is the right thing. ( it sounds like a law school test).
lets assume that as bill gets more known as to his wishes the bad guys begin controlling more closely the vaccine procedure, and the only way to win them over is to pay the bad guys to allow vaccines. how would you think about it, Tede left 20 minutes ago. he is first going to australia and then the middle east. I rarely find ethical question interesting. I find them as a horrible waste of time and resources.

It all varies on circumstances — and weighting out pro and cons for every specific case. To me if a leader is using some of money for his personal gain — but this allows job done — is super OK. Even at the worst — weapons — depends what kind of weapons and what could be repercussions.
Bill is much more reluctant/negative re this.
