It all varies on circumstances — and weighting out pro and cons for every specific case. To me if a leader is using some of money for his personal gain — but this allows job done — is super OK. Even at the worst — weapons — depends what kind of weapons and what could be repercussions.

I received a draft few hours ago but I needed to send it back as it was so bad — they wrote like a scientific article — with SSI, IPV, OPV and a number of other abbreviations that would be hard to understand for anyone — except those working on Polio.
Also they did not specify areas, tribes etc.
People in non-profits are never good - or it is so rare that you accept it as a rule.
