Attached, please find the signed Mandate from the Government of Libya giving our Libyan associates the exclusive rights to negotiate and conclude and settlement with Goldman Sachs.

The mandate was issued on May 14, 2012 to our Libyan nationals/associates: Mr. Usama Alabed K, Alabed and Mr. Salem Ali Mana and signed by the Vice President of Libya and signed by Mr Salem Gnan, Vice President, National Transitional Council of Libya.

Both gentleman, along with Mr. Fadel Hshad would like to come to NYC on March 28th to meet with you and your law firm that will run the litigation and sign a definitive agreement to move forward.
