I hope that's the case. The picture has the sand displayed on the
east beach in nice neat piles that look for all the world like
deposits for beach nourishment. Typically when you stockpile sand for
a cement plant you'll see a large mound near the plant operation not
decorously mounded piles on the beach. I did speak with Algem this
morning and her story coincides with yours. Just remind your boss
that the construction activity on his island engenders more
unsolicited private citizen observation and comment than any project
in the VI.
