I should like you to give this e mail to Mr. Epstein
and I should like to
review it with him if possible if he is on island or
will be shortly. I have
located a barge for sale, an LCU, which appears to
be very suitable for the
delivery of multiple containers or concrete mixers
to the island without
requiring modifications to the existing dock and
without much of a hassle,
if any, with permits. The list price is $375,000.

I have the specifications for the vessel and I am
awaiting pictures. It is
located in Baltimore. If the pictures check out it
should be looked at and
surveyed if there is an interest in trying to bring
it here. I have some
suggestions as to how this might take place:

1. The capital, maintenance and operational cost of
   this barge would be
   high, and perhaps prohibitive, if the vessel is to
   be brought here and then
   used sporadically only for LSJ over the next 2 ½
   years.
2. There are two local operators who would be
   capable of managing the
   use, operation, and maintenance of this vessel:
   Steve Rampino and Catcor
   Services which presently does the barging and towing
   for Domino’s gas
   stations here; Catcor brought me this lead and
   should be favored in putting
   something together to implement such an arrangement;
   both have active towing
   and barging businesses in St. Thomas.
3. The vessel could be purchased and dedicated to
   LSJ on a priority
   basis, but also used for other purposes to defray
   the costs; the principal
   other uses would be trips to Enighed Pond or,
   perhaps in the future, Coral
   Bay on St. John;
4. As part of this project and as a project cost we
   could purchase this
   vessel as a LSJ asset or, at least initially, add
   this vessel to the RR
   fleet coupled with an operating and maintenance
   agreement with a local
   entity which could also charter the vessel for other
   trips to create some
   revenue to defray the costs of making the vessel
   available to LSJ;
5. We would be paid our costs and a fee and markup
   to manage this
   operation; the vessel could be dedicated to such a
   program for a specific
   term and then sold once the LSJ needs were met.

I believe that presenting a suggestion of this type
is consistent with my
last discussion with Mr. Epstein. I do not want to
go forward on any basis,
however, without a clear understanding with Mr.
Epstein about this matter.

I suggest that if this idea or a better one you
might have has any currency,
we look at the cost of a survey and a trip to
Baltimore to check out the
asset and if it is acceptable, explore its purchase
and delivery to St.
Thomas. As a part of this process we would glue
together with you an
acceptable set of terms between ourselves and a
clear understanding of how
this arrangement would be paid for.

Please let me know what you think. Again, it may
make sense for me to
discuss this with Mr. Epstein personally.
