This is in response to your e mail last night and, apparently, the calls The attachments sent in this earlier e mail give you some of the hard data requested last night. One thing to remember on the latter: our time is one hour later here now than in the Northeast so your calls and e mail came here at about 6:48 pm. Now to the issues:
- As you can see from the filings which I sent up previously the application to modify the existing permits to include the office, pool expansion and locker room was filed officially on November 2.
- In that application the pending office application for a minor permit was withdrawn as is shown on the continuation sheet.
- That filing, which had to be made comprehensively, i.e. it had to included all the structures, was held up by changes in the design of the pool expansion, particularly the theater.
- CZM did promise a quick turn around on the office; 15 days have not yet passed; I am going to try to get a read on this review this morning.
- There are two permits required for these uses: a CZM permit and a Building permit; we filed the application for the building permit for the office in early October; that permit cannot be issued before the CZM permit; I will stop in that office today about it.
- I anticipate that we will be at the 30% construction drawing stage this week for the pool expansion; 100% are required for building permit purposes; I will move that process as quickly as I can.
- The original schedule called the office, infrastructure, locker room and pool expansion as Phase I and library and main house as Phase II;
- That schedule, therefore, contemplated finishing the construction level, building permit drawings being done and then the group would turn to the main building, then the library.
- In recent weeks Mr. Epstein has expressed the strong desire to move up the library schedule thus taking it out of the planned sequence both for filings and the performance of the engineering work; we are accommodating this change.
- A fresh CZM permit will be needed for the library, hopefully it will be treated as a minor application.
- Last Friday I wrote Mr. Epstein a note saying that we were working on schedules to reflect these changes and that I should like to go over this later in the week or weekend if he planned to be here; this is the path which I am now pursuing.
So: The CZM filings are made for all of Phase I. The building permit has been filed for the Office. The building permit drawings are being done and simultaneously the staff has now assumed the additional task of starting CZM drawings for the library while I try to figure out how we get that permitted without the entire development being deemed a major at the discretion of the Commissioner. Schedules showing these permutations are in the works for distribution later this week.
