you told me in no uncertain terms that ther was a preliminary budget, of between 5-6 million dollars,,, I asked for the detail, you told me bill had it , and would be back shortly, he came back before 4 o clock. I asked you to e- mail me.. This is not what you promised.

Bill came back late. My note is merely a suggestion that a number based upon the actual design which is due out next week would be far more beneficial to you. I may be able track down Bill today to obtain from him the preliminary unit price based information which in his computer files. I continue to believe that the many changes between the conceptual drawings which we had and the building plans which are to receive will yeild a different and better number. The information we now have is very, very preliminary and may be very misleading. I will try to locate Bill if you wish. I just do not want to have you mislead positively or negatively. Please let me know what you think.

On the second topic discussed yesterday, the answer to the management issues was already in my computer in the form of a comprehensive management which I put together in September and presented in New York on September 19 because I thought that the process then being followed was inefficient and too expensive. If implemented it would provide sufficient authority and local autonomy to make the project move to your satisfaction.

I have a couple of things I have to do today. I will try to monitor the emails every few hours.
