Subject: Parking in Red Hook
To: Darren Indyke dkiesq@aol.comDarren - I spoke with Cecile deJongh and some other
sources regarding the Parking Lot that is named
after Louis Willis' wife and controlled by him. The
Parking Lot area was purchased by Paul Sabers from
the Red Hook Villas Condo Association and then
leased by Sabers to Mr. Willis (or his wife). As
you are aware, parking is at a premium right now in
Red Hook, and particularly at AYH, due to the new
(no doubt federally funded) guard rails that have
been placed along the east side of the Red Hook Road
to prevent people from parking there. Ms. deJongh
advised that the Company does not pay Mr. Willis for
the parking spaces. Instead, the Company reimburses
employees who have elected to reserve a parking
space at the Parking Lot and pay for the spaces
themselves because available parking at AYH is
virtually non-existent. I have not checked into
whether Mr. Willis or his wife has been properly
licensed to conduct a parking lot business
enterprise at this location. To do so
would probably stir a pot that we do not wish to
stir. Under the circumstances, I see no legal
reason why this arrangement would be viewed or
considered as anything more than what it is, i.e.
rental of needed parking spaces in a commercial lot
by employees of a business located in Red Hook. The
fact that the business is owned or controlled by the
Director of the VI BIR should not be relevant. ajcA. James Casner, P.C.
