British Tycoon Who Drowned Was Investigated for War
Crime

LONDON, March 10 — The sudden death of the news
media tycoon Robert Maxwell
by drowning almost 15 years ago was as dramatic and
mysterious as his life.
Those who believe that it was not an accident —
that perhaps he jumped,
rather than fell, from his yacht into the Atlantic
in November 1991 — have
generally based their theory on the troubles
overwhelming his vast business
empire, which collapsed soon after he died.

But business was not the only thing potentially
troubling Mr. Maxwell in
the last days of his life, according to an account
in the newspaper The
Independent on Friday. The paper said that Mr.
Maxwell, who owned the
Mirror Group of newspapers, was also being
investigated as a possible war
criminal in connection with an episode in which, as
a captain in the
British Army during World War II, he shot and
killed an unarmed German
civilian.

Mr. Maxwell spoke freely about the event,
recounting it in "Maxwell," an
authorized biography by Joe Haines published in

The book quoted him
as describing how, in April 1945, the platoon he
commanded had tried to

capture a German town by threatening it with a
mortar bombardment. Mr.
Maxwell then ordered the local mayor to instruct
the German soldiers
controlling the town to surrender to the British,
the book said, which they
appeared to do.

"But as soon as we marched off, a German tank
opened fire on us," Mr.
Maxwell wrote in a letter to his wife, as recounted
in the book. "Luckily,
he missed, so I shot the mayor and withdrew."

Three years later, soon after Britain's 1991 War
Crimes Act became law, an
anonymous member of the public filed a complaint
with the authorities,
alleging Mr. Maxwell had committed a war crime.

The legislation was focused on those who fought for
the Nazis, but the
British authorities began an investigation. If
tried and found guilty, he
could have faced life in prison.

But the investigation had not progressed far when
Mr. Maxwell disappeared
from his yacht. His naked body was later discovered
floating off the coast
of the Canary Islands some 15 miles away from the
boat.

Mr. Maxwell's war record, for which he was awarded
a Military Cross, was
part of his larger-than-life legend. A Jew from
Czechoslovakia, he fled
Nazi persecution and joined the British Army. His
mother and sister were
killed by the Nazis.

It was unclear, from what the police told The
Associated Press, whether the
war crimes allegations would have amounted to
anything.

"Several members of Mr. Maxwell's military platoon
were traced, but none
could provide information to assist in determining
the investigation," The
A.P. quoted the police as saying. Nor had the
investigators been able to
confirm whether he had killed the mayor, or indeed
whether the shooting had
taken place.

The authorities closed the investigation in March
1992, several months
after Mr. Maxwell's death.

Feeling better today, no longer worshipping at the
porcelain bowl..still just a whole lot of ocean,
nothing to see and no where to go..ergo no updates,
and no f'ing plane yet
I WIll go to Howland Island the day after tom..it
is off limits to people..since when did that stop
me..seriously considering invading it, hoisting my
own flag and creating my own country.. in case I
don't find Amelia that would make headlines..bush
would have to send troops to recapture it from me.
