We should like to call you at your convenience any time after noon, local time or meet you if you happen to be in the office in Red Hook. Our head of operations, our CFO and our owner are all here and are at your personal disposal. To respond to your note specifically:

1. With the granting of the CZM permit described below we can begin work in January; that would start with mobilization on the island, i.e. moving equipment, setting up trailers, creating lay down areas, making adjustments to roads in order facilitate deliveries and then moving to preliminary site and utility work which needs to be done in advance of the work at the actual site of the office structure.
2. The budget for the office is attached; it was completed and delivered in early November, but I did not spend any time going over it with you personally which probably should have occurred.
3. Without a construction phase contract in place it would premature to engage subcontractors or complete a buy out; nevertheless we have already taken the following steps to make sure that we are on track:
1. We have submitted the Master Plan and the Office drawings to EME for preliminary pricing and budgeting without committing to hiring them because the construction contract we have been discussing would contemplate competitive negotiations among the limited candidates for this work in the Territory; EME is the electrician of choice for all of the major resort work here;
2. We have started the same process with W. R. Nash for the mechanical work;
3. We have had the master plan and r/o improvements reviewed by Seven Seas and have received suggestions as to how the r/o and utilities would could be performed including anticipated budgeting information: Seven Seas is a local designer and supplier of r/o and wastewater facilities at numerous locations here and in the Caribbean;
4. We have given plans and engaged in negotiations with Grade All to perform site and utility work; this is a local company which has successfully performed all of our site work activities on our major projects here; they can mobilize in January, subject to your approval.
4. We have gone over the construction contract for this project in detail and I shall, with your permission, forward it to Darren immediately for his review and disposition.
5. We wish to have the privilege of working for you; we should like to introduce personnel to you immediately in order to create a clear set of expectations for both sides as to the delivery of services to you.
