He and the Department have taken the position that "waterfront" means "reasonable proximity" to water not merely right up to the shoreline or on the shore. Additionally, JP has expressed that it is their intention to pass regulations which will clarify the applicability to Little St. James Island, in any event. Do you want me to push this any further?
