I have noted that you are aware of the regulations and that you understand you must file an electronic manifest for all flights departing from and arriving to the United States. For APIS purposes, the "United States" means the continental United States, Alaska, Hawaii, Puerto Rico, the Virgin Islands of the United States, Guam and the Commonwealth of the Northern Mariana Islands. An APIS manifest is required when arriving in to the United States from a foreign port or place, or when departing the United States to a foreign port or place. When traveling within the United States, by use of the definition above, it is not necessary to file an APIS manifest. As noted in your email response from any APIS submission, "the CBP form 178 is no longer a valid form and is not inquired for arrival in to the United States."
