This is due to "ZB" only having one officer assigned to it, another officer from "ZA" assists in double checking their count. Any count sheet that starts with the letter "Z" indicates the Special Housing Unit. Unit "ZA" is the regular portion of the Special Housing Unit, while unit "ZB" is the "super max" portion of the Special Housing Unit.
